[roll] Roll fuchsia [netstack3] Don't export TCP's crate-internal traits Bindings should not be aware of the crate-internal context traits core uses for dependency injection in tests. It unnecessarily complicates the callers from bindings. This complication became more evident when attempting to implement the context traits on `&'_ SyncCtx` as part of contextification work. This change is a pure code move. No new behaviour was introduced.
