[roll] Roll fuchsia [bazel] Require --config for fx bazel info

`fx bazel help info`, says, "Because some of the values are affected by
the options passed to 'bazel build', the info command accepts the same
set of options."

Thus, a config should be specified when accessing those values. Rather
than maintaining a list of the relevant value names, always require that
`--config=...` be used with `fx bazel info` similar to `fx bazel build`,
etc.

Test: `fx bazel info` fails with a message to specify `--config=...`
Test: fx bazel info --config=fuchsia_platform
