[roll] Roll fuchsia [kernel][vm] Correct offsets for test subregions

The enumerator unittests allow for creating hierarchies of vmars and
mappings using simple pages offsets. This corrects the calculation to
correctly use offset relative to the current vmar being created in,
and not the root vmar. None of the existing tests utilized this in a
way that caused a problem, hence this has been a latent bug for some
time.
