[roll] Roll fuchsia [starnix][mem-experiment] prefetch before launch

In mem-experiment builds, add a preamble to starnix_kernel's main() that
executes ZX_VMO_OP_PREFETCH on the binary. By prepaging the kernel's
address space before running starnix, we attempt to minimize early
input latency delays caused by demand paging in the input_relay thread.
