[roll] Roll fuchsia [cog] Support --show-toplevel and multiple arguments in git rev-parse.

The git rev-parse polyfill now handles the --show-toplevel option, printing the absolute path to the repository root. It also allows multiple arguments, processing them in the order they are provided. The logic for fetching the commit hash for "HEAD" has been refactored into a helper function with caching. The polyfill still only supports "HEAD" as a revision argument.
