[roll] Roll antlion [wlan][testing] RvR: allow dhcp failures

In the reverse testing direction (where we go from weak signal to strong
signal), we may reach a step where we successfully connect, but fail to
get an IP. This is OK: we should return 0 rate here, and continue.
