[roll] Roll fuchsia [starnix] Add /dev/loopN to devtmpfs These devices should be created in response to operations on /dev/loop-control, but that requires devtmpfs to listen to new kobjects. This CL works around this missing functionality by manually creating the first 8 loopback devices in devtmpfs.
