[roll] Roll fuchsia [cog] Set log level to DEBUG during CartFS sync

When running an fx command in an out-of-date repo, the system
automatically updates the CartFS checkout but provides minimal
user feedback. This makes the command feel stuck during long updates.

Temporarily set the log level to DEBUG instead of INFO during
CartFS workspace initialization and checkout updates. This ensures
that important debug logs are visible and subprocesses (such as
git and jiri commands) stream progress feedback directly to the
user's terminal.
