[roll] Roll fuchsia [idk][build] Centralize lists of incompatible category markers
Create `//sdk/categories/` and define the list of markers incompatible
with targets for IDK prebuilts in the "partner" category there. Replace
the current lists in `assert_no_deps` with this definition.

Test: Observe `assert_no_deps` error when adding "//sdk/fidl/fuchsia.pkg.internal:fuchsia.pkg.internal_rust" (no category) to the `deps` of `//src/developer/ffx/lib/fuchsia-controller:fuchsia_controller_internal`.
