[roll] Roll fuchsia [cog] Fix git rev-parse --show-toplevel in cog polyfill The `git rev-parse --show-toplevel` command in the cog git polyfill now correctly returns the root of the currently active repository, which may be a submodule within a superproject. Previously, it always returned the superproject root. New tests are added for `RevParseCommand`, including cases for `--show-toplevel` within submodules, parsing HEAD, and handling unsupported revisions.
