[roll] Roll fuchsia [vmm][arm64] Always report that the UART TX FIFO is empty

PL011 gives separate TX FIFO "full" and "empty" bits; currently the
hypervisor always reports that both are false - so, in particular, that
the FIFO is never empty. It is a reasonable expectation for any driver
that this FIFO should eventually be empty - and we have a platform
driver that does expect this. Accordingly - and since incoming data in
the emulated UART is immediately processed - this change updates the
hypervisor to always report that the TX FIFO is empty.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
