[roll] Roll fuchsia [honeydew] Format and shorten liveness check logging messages

Format commands and operations wrapped with @liveness_check and
@async_liveness_check to produce concise, readable log lines on console
while maintaining full diagnostic details in debug logs.

- Add _format_operation helper to abbreviate tool commands (extract
  binary name, filter noisy internal configs/paths, preserve arguments)
  and format callable invocations.
- Always emit concise start and completion messages at INFO level.
- Set daemon=True on the multiprocessing.Process to ensure cleanup on
  abrupt parent termination.
- Add unit test suite in utils_tests/decorators_test.py covering FFX,
  POSIX commands, class methods, truncation, and exception safety.
