[roll] Roll fuchsia [wlan][policy] WouldRoamConnect logs roam attempt

Previously, the WouldRoamConnect telemetry event would log a roam
disconnect. Now, we have clarified that a roam disconnect occurs as part
of the roam result (i.e. if the roam attempt resulted in leaving the
origin BSS). Instead, this event should log a roam attempt.
