[roll] Roll fuchsia [compat] Use DevfsExporter::ExportV2

Use the new devfs exporter API.

Now that the DFv2 compat shim uses this API, some small fixes are made
to the devfs implementation to fix existing tests within DFv2.
Specifically the Connector class is now treated like a Service.
