[roll] Roll fuchsia [fuchsiaperf] Add Unit and Direction enums.

This allows the compiler to check whether the values are known
to infrastructure instead of developers having to pick the
right strings.

Modeled after the API of the Python library. The main difference
is that the Rust API does not have a nullable direction.
This change updates the small number of existing callers to
match the default direction catapult uses for each unit.
