[roll] Roll fuchsia [bazel_sdk] Add symlink for //vendor files

The visibility rules for hlcpp can reference targets in //vendor, and
in those situations, the bazel_sdk tests fail as they cannot locate
these files.

This adds a symlink to allow those files to be found, if the //vendor
folder is present, and removes it if the symlink is present and there
is no //vendor folder.
