[roll] Roll fuchsia [sysmem] additional GetVmoInfo fields

GetVmoInfo can now check against provided constraints and return
whether the sysmem VMO satisfies those constraints, as well as check
whether the VMO's sysmem settings precisely match another VMO's sysmem
settings.

This is useful in situations where an interface/protocol isn't able
to convey a sysmem token but can convey VMOs, and is a prerequisite
for b/478359574.
