[roll] Roll fuchsia [archivist] Adopt fuchsia_async::Scope: LogSettings server

CL #1 adopting Scope for Archivist tasks. This lets us remove
some tech debt and complexity in the handling of servers and
Archivist's shutdown mechanism.
