[roll] Roll fuchsia [ffx][product-bundle] Support BIB sets

A user can now pass --bib-set <path> to use a particular BIB in the
build of the product bundle. The BIBs that are provided (can be many)
will be merged into the board (hybrid board) before assembling the
images.

We do this merging in the assembly tool to ensure that everything
under the assembly api gets this functionality.
