[roll] Roll fuchsia [netlink] Avoid race in integration test

There are two races with test:
1. The test is using GET_ROUTE to get routes. However this is only
getting the snapshot, so if a route event arrives later than the
request, we will not have it.
2. The netlink workers get events for interfaces and routes
asynchronously, however there is a dependency for interface-local
routes - if the interfaces worker hasn't seen the corresponding
interface event, it wouldn't know which netlink table to put the
routes in. As of this change, the netlink worker will stash those
unknown routes and add them when the interface is seen.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
