[roll] Roll fuchsia [testsharder] Respect max-shard-size over target-duration.

This renames the flag for target-test-count to be more accurate to what
it actually does and uses -max-shard-size to actually mean the max shard
size that we'd want to limit shards to as long as the resulting shard
count doesn't exceed max shards per environment. It only has any effect
if used with target-duration-secs because it will further shorten shards
and increase the shard count if the target duration ends up including
more tests per shard than the max shard size.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
