[roll] Roll fuchsia [fx] Exit build on RBE preflight failure

When using RBE, fx build performs an authentication preflight check.
Previously, the exit status of this preflight check was ignored. As a
result, if authentication (such as gcert) failed, the build would
proceed anyway, prompting the user again during later stages of the
build before falling back to restricted mode.

This change ensures that fx build returns immediately if the preflight
authentication check fails, preventing confusing subsequent prompts and
failing fast.
