[roll] Roll infra/recipes [auto_roller][git] Migrate "upload_cl" utility to git module

Other recipes in the future can make use of this now-common utility to
upload a CL to Gerria via `git push`, with wrapping logic for applying
labels and adding to reviewers & cc.

No functional change.
