[roll] Roll fuchsia [devicetree][pbus] Handle invalid IOMMU resource in tests

Move IOMMU registration from `Visit` to `FinalizeNode` in `BtiVisitor`
to ensure single registration per node.

In `PlatformBus::RegisterIommu`, check if the IOMMU resource is valid.
If it is invalid, assume we are in a test environment and skip
registration instead of failing with `ZX_ERR_ACCESS_DENIED`. This
allows integration tests to pass without requiring
privileged resource handles.
