[roll] Roll fuchsia [iris][paver] Set active slot in UFS attributes

iris requires the BOOT_LUN_EN attributes to be correctly set to the
target active slot. The CL routes fuchsia.hardware.ufs.Service to the
paver so that it can use the WriteAttribute API to achieve this.

This is a short term solution to unblock OTA. b/515114942 is
investigating a longer term approach to better manage capabilities
needed by the paver behind fshost.
