[roll] Roll fuchsia [bazel_migration] Migrate clippy-reporter and rfcmeta tool

1. Remove the BUILD.gn file because all targets are migrated.
2. Add entries to `tools_bazel_root_targets` list to bridge Bazel
   built tools to GN build system.
3. Modified references to the migrated GN target to the new
   target in //build/bazel/host package
4. Add `install_host_tool = true` for the clippy_reporter entry
   in bazel_root_targets_list.gni to add it to tool_paths.json

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
