[roll] Roll third_party/pigweed pw_multibuf: Add basic MultiBuf operations

This change introduces the essential operators for creating, inserting
chunks into, removing chunks from, and iterating over MultiBufs.

Later changes will add higher-level convenience functions for inserting
new blocks of bytes within a MultiBuf, as well as the MultiBufAllocator
interface.
