[roll] Roll fuchsia [stack-migration] Increment Epoch for DHCP Bugs

Several fixes have recently landed in the out-of-stack DHCP Client
implementation:
  1) I00e63d5cd0608e72d99db45b2e2847dba0ee53e1
  2) I073036ec6901d04d5d3f914a0696456ffa5fbc92
  3) I9898de7a13fbdf21d1a1abd51a2c916a423032e5

Each of these has prevented migrations of devices from Netstack2 to
Netstack3. Now that they have landed, we'd like to reset the migration
mechanism.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
