[roll] Roll fuchsia [assembly] Add snoop separately from the rest of Bluetooth core

Keep bluetooth core packages as part of input_group_one until a more
full fledged Bluetooth platform configuration is defined.

Move snoop out of the bluetooth_core AIB. All product configurations
explicitly include it when needed.

Mark the Snoop capability as optional in bt-init as bt-snoop may not
necessarily be included in the same set of product configs. bt-init
can function without the Snoop capability. Don't offer the snoop
capability in bt-snoop's core shard as it may not always be needed.

Update core.cml with the optional route from void since optional
capabilities still must be routed to the component.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
