[roll] Roll fuchsia [fxfs] Depend on the vfs statically

Fxfs makes heavy use of the vfs and its dependencies. Dynamically
linking the vfs in fxfs caused performance regressions. This change adds
an rlib build rule to the vfs and makes use of it in fxfs. The
performance regressions in fxfs appear to be fixed.
