[roll] Roll fuchsia [power][support] Add AcquireLease helper method

* Add AcquireLease which uses the new Topology.Lease API and returns
  a fuchsia.power.broker.LeaseToken representing the lease.
* There's a good amount of FIDL related boilerplate here in the C++ code
that felt worth wrapping in a helper method.
