[roll] Roll fuchsia [archivist] Place pipeline protocols in a dictionary

This change dynamically configures a dictionary with ArchiveAccessor
pipeline configured protocols.

Initially we continue exposing the old protocols directly to make
refactoring easier and CLs granular. This will be cleaned up in
follow-ups once everyone is extracting the protocols from the
dictionary.
