[roll] Roll fuchsia [sag] Reduce Inspect event buffer size
SAG logs wake lease events in a circular buffer with a current max size
of 8192 events. However, the events are logged with wake lease string
names and IDs, which over time can cause SAG to exceed the allocated
heap size and result in events being logged with missing data. To
temporarily alleviate this issue, the event buffer size should be
reduced while a permanent fix is implemented.
Changes:
- Reduces number of events in the SAG Inspect buffer from 8192 to 6144
- This change is intended as a temporary workaround for more permanent
fixes (memory optimization, etc.)

First install Jiri.
Next run:
$ jiri init $ jiri import minimal https://fuchsia.googlesource.com/integration $ jiri update
Third party projects should have their own subdirectory in ./third_party.
