[roll] Roll infra/recipes Revert "[recipe_modules] Use docker for Kythe CXX"

This reverts commit e5e5c1fc3270b41b89a95fc5c79ea7960558d6e6.

Reason for revert: Has a relative vs. absolute path bug, producing different kzips than before.

Original change's description:
> [recipe_modules] Use docker for Kythe CXX
>
> Update our Kythe recipe module to use a docker container to run the
> cxx_extractor instead of uploading custom versions of glibc and
> LD_PRELOAD_PATH-ing them. This gets rid of the need for kythe-libs.
>
> Test: compared the number of successful extractions on this version
> vs. the older version of the recipe, found it to be almost identical.
