[roll] Roll fuchsia [network/tests] Make ping_pairwise not ping self

The helper `ping_pairwise` caused all netstacks involved to ping
themselves, which seemed harmless at the time, but this turns out to
not be the case as discovered in fxbug.dev/323958072.

Remove this behavior, and add test cases that explicitly test pinging
oneself.

While I'm here include the source realm and the destination address in
the errors returned from ping_pairwise to help troubleshooting,
otherwise it's very hard to tell what's actually going on.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
