[roll] Roll infra/recipes [fuchsia_roller] Enable partial clones

Enable partial (blobless) clones for the manifest repository checkout
in the fuchsia_roller recipe. Since manifest repositories (such as
integration.git) contain hundreds of thousands of auto-roller commits,
their full history is extremely large. A cold-cache clone can take
nearly 10 minutes, which introduces significant latency to the system
when it happens on a builder like the fuchsia-roller.

With partial clone enabled, only the commit history and tree structures
are cloned, with file contents (blobs) fetched on-demand. This
significantly speeds up cold-cache checkouts for roller builders.

To support this, a `partial` option is added to the `jiri` and
`checkout` recipe modules, forwarding the `-partial` flag to the
`jiri init` command.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
