[roll] Roll fuchsia [rust-3p] Update notify to 8.2.0

This patch updates the third-party notify crate and its in-tree fork from
version 5.1.0/5.2.0 to 8.2.0 (versioned as 58.2.0 in the fork). Upstream
notify 8.2.0 directly includes the CC0 license and relies on notify-types
2.1.0.

Because notify 8.2.0 utilizes notify-types and modern mio dependencies,
this change removes the legacy vendored mio 0.8.11 crate, adds the
vendored notify-types 2.1.0 crate, and updates Cargo.toml, BUILD.gn, and
outdated.toml accordingly.

In addition, build/bazel/update-rustc-third-party/MODULE.bazel is aligned
with recent bzlmod uprevs by adding required single_version overrides for
rules_python, platforms, package_metadata, rules_license, bazel_skylib,
and bazel_features so that fx update-rustc-third-party executes cleanly
in-tree.

This patch:
* Updates notify and its in-tree fork to 8.2.0
* Adds vendored notify-types 2.1.0
* Removes legacy vendored mio 0.8.11
* Removes notify from outdated.toml skip_updating list
