[roll] Roll fuchsia [wlan e2e] Add wlan security type compliance test for PMF

Introduce a new compliance test case to verify Protected Management
Frames (PMF) support in the WLAN end-to-end testing suite.

The test covers both OpenWrt and legacy access point setups, generating
test permutations for WPA2 and WPA2/WPA3 mixed modes with PMF support
set to required. This ensures the Device Under Test (DUT) can
successfully save networks and establish connections under mandatory PMF
constraints.
