[roll] Roll fuchsia [tee] Link and package TAs as shared libraries against an IFS This adds build rules to link TAs as shared libraries against a symbol interface defined with an ifs file and package them into a Fuchsia package. Using an explicit ifs file will let us monitor and control exactly what symbols a TA links against. Loading TAs is not yet supported in this change.
