[roll] Roll fuchsia [Lacewing] Start running test_soft_reboot_fc_preferred in core.x64 CQ

With tqr/857270, SL4F is now by default present in core. So start
running test_soft_reboot_fc_preferred (which requires sl4f) on core.x64

This test has already been running on core.x64 emulator for quite
sometime and has been passing for 3736 runs as of today. However since
core.x64 builder didn't have sl4f support prior to tqr/857270, we couldn't promote this test to CQ

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update
