[roll] Roll fuchsia [honeydew] Fix static IP detection in infra
fxr/1590770 ("use ffx strict") made static IP detection dependent
on `BOTANIST_CONFIG` to distinguish between local runs and standard
infra runs.
However, some physical lab environments running in swarming (such as
smart.ci builders or custom core.x64 builders) do not set
`BOTANIST_CONFIG`, despite running on physical hardware with static
IPs. This caused Honeydew to incorrectly treat their IPs as dynamic,
triggering IP resolution after reboot. This either resolved to an
unreachable link-local IPv6 address (causing hangs) or failed
completely because MDNS is unavailable in these environments.
This change expands the static IP infra check to also check for
`SWARMING_TASK_ID`, which is guaranteed to be set in all LUCI
swarming tasks, making the static IP tracking robust for all infra
builders.
