[roll] Roll fuchsia [ffx] Fix scope-id handling in IPv6 addresses
Include scope_id in PartialEq/Eq/Hash/Ord for TargetAddr and
TargetIpAddr. Ensure target merging correctly handles scope ID updates
within a target address collection by allowing different scopes to
coexist (retaining multiple valid interface paths and avoiding
connection flapping) while merging their source metadata. Also, compare
scope_id in target_collection's match_addr.
This also aligns with the "principle of least surprise" by treating
the scope_id as a fundamental part of the address identity. Target
deduplication continues to be handled correctly by matching serials and
nodenames instead of colliding addresses.
