[roll] Roll fuchsia Revert "[virtualization] Build linux test utils with GN." This reverts commit e3fe9d6d119eaaed4ff299cd833e8032a009fe62. Reason for revert: broke virtualization_core_tests on core.sherlock-debug and core.nelson-debug builders (ci.chromium.org/b/8817597120361321073, ci.chromium.org/b/8817598007001932097). Please use "Choose Tryjobs" to test on these builders when relanding.
