[roll] Roll fuchsia [ffx][ssh] Configure SSH connect timeout and attempts

Make `ssh.connect_timeout` and `ssh.connection_attempts`
configurable via environment context. Propagate these settings to
both the main SSH command and the ControlMaster process.

This allows client tools to shorten the connection timeout (e.g.
using `ffx -c ssh.connect_timeout=2 -c ssh.connection_attempts=1
target wait --down`) to quickly detect offline devices rather than
hanging for 60 seconds on the default SSH timeouts.
