[roll] Roll fuchsia [gigaboot] Support embedding and booting GBL

Introduces a mechanism to embed a GBL EFI app binary into gigaboot and
boot from it. This is done by setting a new GN variable
`gigaboot_gbl_efi_app` and pointing to the GBL EFI app file label. If
present, the app file is embedded and Gigaboot will boot from GBL
instead.

Also zeroizes the `reserved` partition in the disk made by mkinstaller.
Because the partition is considered a bootable partition by BIOS and
sometimes the device hangs when trying to boot from it.
