[roll] Roll fuchsia [libc] Test __sanitizer_log_write

When there is no fdio to consume it, use the stderr fd handle for
__sanitizer_log_write. This mostly affects static PIEs, but also
anything else that doesn't link in fdio. If this interferes with
any existing cases, that will be because something not using fdio
is expected to get the implicit global debuglog use even though
it's plumbed with a stderr fd in its bootstrap message.
