[roll] Roll fuchsia [assembly][bt] Make HFP controller_encodes optional Update the set of controller-supported codecs to be represented as an optional list. This matches the intended semantics of the field. If omitted completely, then assembly will default to the known codecs. This matches the current behavior. If specified, then assembly will use the provided codecs. This allows for a product integrator to explicitly specify no supported codecs. This is interpreted as a request to use inband SCO instead of offloaded SCO. Note that existing Fuchsia products omit the `controller_encodes` field and so this change is a no-op in practice. Products will continue to default to the known codecs (CVSD, MSBC).
