[roll] Roll fuchsia [wlan][policy] ignore scan readiness in test
There was a flake in this test where progressing a scan future would
either give Ready or Pending depending on whether an active scan happens
for a hidden network. But the test doesn't actually care about whether
an active scan happens, so we should progress the scan forward without
checking the results.
