[roll] Roll fuchsia [paver] Fix InitializePartitionTable test flake

SherlockPartitionerTests.InitializePartitionTable has been extremely
flaky recently. This is likely due to an unnecessary GPT driver rebind
that is not guarded by block watcher pauser. Remove the unnecessary
rebind to see if the flake gets better.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update
