[roll] Roll fuchsia [trace] Properly Flush the Final Compression Chunk

The zstd crate has a slightly confusing/footgunish api which we fell
into. While encodes and decoders both have "finish" methods how they get
used is different.

For encoding, "finish" is _required_ and will write data and return how
much data is written.

For decoding's, the "finish" method doesn't do anything and always
returns 0. This caused the bug, we don't actually flush the final
buffer. Instead, you need to call "run_on_buffers" until it returns 0
bytes written indicating there's no data remaining.

Original-Original-Bug: 513352066
Original-Original-Reviewed-on: https://fuchsia-review.googlesource.com/c/fuchsia/+/1613122
Original-Original-Revision: 15598d2457f458bdb646706e1b0e45949705b59c
GitOrigin-RevId: e13d3571a078eb337eb6e27f76b12d245d16916d
Change-Id: Id60ff5f734e974af96f76f036ceb4f7b7286a579
",
